Help is only minutes away. SafeSeason keeps the Government of Vanuatu beside every seasonal worker — on the farm, in the clinic, and on the road home — while Labour, agents, and ministries see the work they are already doing, at the scale it has become.

Why Labour should try this

A small team has already carried a large country this far.

With the resource it has, the Department of Labour has done the hard part: screening, agents, welfare, and the relationship with Australia and New Zealand. That work is already great. The demand has simply outgrown the desk.

Vanuatu is the largest sending country in both PALM and RSE. Combined, more than twelve thousand ni-Vanuatu citizens are on scheme in a given year. Care, preparation, and a safe way home cannot stay on paper files and phone trees. SafeSeason puts that care in a pocket, and a dashboard on every desk that is accountable for it.

PALM country counts: DEWR, June 2026. RSE arrivals: published 2023–24. Chart at right is the combined placement series used in the Labour demonstration.

Growth in ni-Vanuatu seasonal placements

The app, in the hand

Every screen is a way of saying: Vanuatu is with you this season.

These are live screens from the working platform — not drawings. Tap a chapter, or scroll: the phone follows.

A quiet start before the field

A quiet start before the field

Every morning

A quiet start before the field

A 15-minute Vanuatu Council of Churches devotion — with Radio Vanuatu recordings where they fit — then a working-person quote. Care arrives before the first bin is filled.

Help is only minutes away

Ask SafeSeason, in private

Workers can ask about hours, health, tax, or a dark week without waiting for office hours. The helper desk trains the answers. If someone is in danger, Emergencies is one tap.

Looked after at home too

Spouse, children, birthdays

Names come from the pre-flight form. A birthday reminder lands a week early so a worker can prepare. Marriage advice is sent to both parties on the medium they chose.

Come home with what is owed

Tax and super, packed in time

Eight weeks before the flight, Nabanga Solutions starts the filing pack. Payslips, fund names, consent. The farm never sees this file. Refunds are not left behind.

Dashboards, not spreadsheets

Labour sees the whole scheme

Quiet weeks, clinic flags, open grievances, and the rise in placements — on one command dashboard. Agents, farm leaders, and ministries each have their own.

The buttons that fire

Notices land on the phone. Labour sees the same clock.

Devotion, a child’s birthday, a quiet week, medication, tax eight weeks out, a message from home, today’s vatu rate, and a farm absconding file. Tap a button.

Every day 05:30

This morning’s devotion is ready

15 minutes. Vanuatu Council of Churches with Radio Vanuatu. A working-person quote sits on Home.

These are the buttons that fire on the worker’s phone — devotion, family, money, health, messages, the two-day clock, and a farm absconding file for Labour.

Seasonal workers’ problems — and the answer in the app

Two days to a named person. Labour compiles the farm. The farmer is contacted.

This is Vanuatu caring on a personal level — not a form that sits. Farm leader first. Licensed agent inside two days. Labour if it is still open. Serious harm skips the queue. Back-and-forth notes stay on the farm file so nobody starts again from silence.

ProblemOn the farmWhat SafeSeason does
Absconding — a worker leaves the farm without noticeLeader counts the crew the same day and tells the farmer.A farm file opens. The two-day clock starts. The agent runs a welfare check. Labour compiles every absconding case per farm and contacts the farmer. Family in Vanuatu is only reached with consent. Path: found and returned to work, or a safe way home.
Hours or payslip do not match the rosterWorker tells the farm leader the same morning.Issue sits with the leader. If it is still open in two days the licensed agent takes it, then Labour. Roster and payslip photos stay on the file.
Pay delayed, deductions unclear, or underpaymentLeader asks the packhouse or orchard office.Money page holds the payslip photo. Agent sees the farm’s pay file. Labour can write to the farmer inside two days with the claimed hours.
Overcrowding, cold, or unsafe housingLeader records the head-count and the house.Agent inspects. Labour contacts the farmer before hour 48 with the housing standard and a move-or-remedy date.
Homesick, quiet, or a dark week — not yet an emergencyLeader is told only that a welfare flag exists, not the private words.Ask SafeSeason is the first private room. Pastor or counsellor when the worker is ready. Two days to a named human if they want one.
Illness, injury, or a clinic visitLeader records time off. Farmer is told for the roster.Pre-flight Vanuatu screening travels with the worker to the doctor. Labour and the agent see the clinic flag, not the whole medical file.
Contract, hours type, or farm transfer is disputedLeader cannot settle a legal change.Agent holds the paper. Labour sees the farm file. Documents vault keeps the signed contract. Two-day clock still applies to a first answer.
No ride to town, church, or a clinicLeader tries the farm van first.A note on the farm board. Agent or Labour can press the farmer inside two days. Emergencies if someone is in danger — do not wait.

Live vatu

AUD and NZD to VUV, this morning.

Workers see the same board before they send home. Not a guess, not last month’s rate.

For workers

Prepared before you fly. Looked after on the farm. Home again with the aims you named.

A ni-Vanuatu couple at home — family stays on the platform

Three aims, chosen before the flight

Every worker names at least three aims. They are shared with the farm and the employer so the season has a point, not only a wage.

Money with receipts

Income, sends, and savings sit on one page. Transfer slips can be photographed. Ask SafeSeason helps review targets. RBV can see the national picture, never a private chat.

Health and mental health

Pre-flight screening travels with the worker. BMI, medication alerts, and a private outlet for dark weeks. Ask SafeSeason holds the first conversation until a person is ready for a pastor or counsellor.

Grievance with a clock

Farm leader first. If it is still open in two days, the licensed agent. Then Labour. Serious harm skips the queue.

Business on the way home

Agriculture, Trade, Fisheries, banks, and trainers post real seats — kava blocks, shop licences, MoneyMinded, small-engine courses — tied to the worker’s own aims.

Documents in the pocket

Passport, national ID, marriage and birth certificates, contract — held as official records, not a camera roll.

Ask SafeSeason

Help is only minutes away.

Named officers on a seasonal workers helper desk answer the hard questions and train the prompt. Mental health has a private first room. Pastors and volunteer counsellors can be called when the worker is ready. The farm never reads that chat.

Dashboards for Government

Every partner sees their workers. Nobody sees what is not theirs.

Labour holds the command view. Agents see their cohort. Farm leaders take the first two days. Agriculture, Trade, and Fisheries run return programmes. The Statistics Office collects counts, not names. Data is a sovereign record of Vanuatu.

Department of Labour command dashboard

Labour command dashboard

The whole scheme: who is quiet, who is in a clinic, who is coming home, and which farm files have passed two days.

Farm issues board

Absconding, hours, housing, welfare — listed per farm. Two-day clock. Labour contacts the farmer. Back-and-forth notes stay on the file.

Message board

Worker to leader, agent, Labour, spouse, or today’s pastor. A human reads it. Ask SafeSeason is the other door.

Agent dashboard

Each licensed agent sees only their cohort — papers, flags, weekly leader notes, and the two-day clock.

Farm leader desk

First line of care on the farm. Leaders report weekly activity and escalate what they cannot settle.

Seasonal workers helper desk

Named officers in key ministries answer worker requests and feed Ask SafeSeason so help stays minutes away.

Agriculture, Trade, Fisheries

Return programmes, not Labour’s case file. Each ministry posts tok save and seats for people coming home.

Statistics Office

Counts, not names. VNSO collects the series it needs without holding a worker’s private record.

Government and its partners

One platform. Many hands of care.

SafeSeason is not a private app sitting beside the State. It is how Labour, ministries, churches, banks, chiefs, and the two receiving governments walk with the worker — and how they prepare that worker to come home and build.

  • Department of Labour
  • Prime Minister’s Office — OGCIO
  • Ministry of Foreign Affairs
  • Ministry of Finance and Economic Management
  • Reserve Bank of Vanuatu
  • Malvatumauri National Council of Chiefs
  • Vanuatu Council of Churches
  • Ministry of Agriculture
  • Ministry of Health
  • Ministry of Education
  • Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business
  • Ministry of Ocean & Fisheries Management
  • Australia — PALM scheme
  • New Zealand — Recognised Seasonal Employer
  • ANZ and the banking sector

The end of the season is not the end of the work. Partners use the same channel to call people onto planting lists, licences, training seats, and savings habits — so the economy at home feels the season too.

Rolled out in phases

Start with care. Add money, return, then tax.

A pilot can stand on the care core — devotion, Ask SafeSeason, grievance, emergencies — while Labour still uses the tools it has. Each later phase is a desk that is ready, not a rewrite of the platform.

  1. 01

    Care core

The live demonstration

Walk the same screens Labour will use.

Open as a worker, a farm leader, a licensed agent, Labour, or a ministry. Nothing here is a slide. It is the platform running.
